There is a quiet crisis in enterprise decision-making. Executive teams have access to more data than they have ever had, and they report less confidence in their decisions than they reported a decade ago. The two facts are connected. Data abundance does not produce decision clarity. Often it actively undermines it.
The fallacy of completeness
The first failure mode is the fallacy of completeness. Executive teams, faced with a complex decision, ask for "everything we know" about the market in question. The research team obliges, producing a 200-page deck with every available data point. The board receives it. The decision is no closer to being made, because nobody knows which of the 200 pages actually matters.
Good research is not a complete picture. It is a filtered picture. The discipline of filtering is what turns data into intelligence. The 200-page deck has no opinion about which signals are causal and which are noise. The 20-page deck that tells you the three things that matter, and why, is more useful precisely because it has done the filtering work that the 200-page version pushed onto the executive team.
The asymmetry of action and analysis
The second failure mode is the asymmetry between the analyst's incentive and the executive's incentive. The analyst is rewarded for thoroughness. Missing a signal is a worse outcome for the analyst than including a noisy one. The executive is rewarded for decision quality, where including too many signals slows the decision and obscures the actual question. These two incentives pull in opposite directions, and most enterprise research workflows are aligned to the first incentive, not the second.
The fix is not to have less data. It is to have a research process explicitly aligned to the executive incentive: filter ruthlessly, surface the few signals that should change the decision, and be transparent about what was filtered out and why. The transparency matters because it lets the executive trust the filter rather than asking to see the unfiltered version, which is what produces the 200-page deck in the first place.
Speed of decision is a quality measure
The third failure mode is treating decision speed as a separate metric from decision quality. In practice they are the same metric. A decision that takes 12 weeks to make and is correct, when 4 weeks would have been enough, has cost the organisation 8 weeks of competitive position. A decision made in 4 weeks that is 90 percent as well-reasoned as the 12-week version is, in most cases, a better decision.
This is uncomfortable for executives trained to associate thoroughness with quality. But the markets that organisations operate in have shifted faster than the deliberation processes designed to navigate them. The executives who have adjusted are the ones who have learned to ask: what is the smallest evidence base that lets us decide with confidence, and how fast can we assemble it?
What this looks like in practice
In practice it looks like research engagements scoped around a decision rather than around a market. The brief starts with: "we have to decide X by date Y." The research is structured to produce the smallest evidence base that lets that decision be made on date Y with appropriate confidence. The deliverable is short. The methodology is explicit. The answer is clear, even when the answer is "the evidence does not support a confident decision yet, and here is what would change that."
This is harder to deliver than the 200-page deck. The research team has to take a position. The senior practitioner has to be willing to say what the evidence supports and what it does not. But the result is a research engagement that actually produces the thing it was commissioned to produce: a decision the CEO can make with confidence, on the timeline the market allows.
